質問の内容については経験無く判りませんが、下記に私見を記載致します。

・エクセルの写真で見る限りインジェクター書込みソフトの起動は出来ているがECUとの接続が出来ていない状態
→CANとの接続デバイス(CANCaseXL)は正常に動いているか確認出来ますでしょうか？
→デバイスのドライバーはWindows7対応の物でしょうか？
インターネットにてデバイスのメーカー(Vector)のホームページを見ますと
Windows7対応のドライバー(ソフト)が公開されておりますので未実施であればトライをお願い致します。

【Q2】
DXⅡの操作マニュアルについては手持ちの物が無く、
また、ソフト製作元のTS技術部に確認しましたが、
マニュアルについてはDXⅡソフト内の物以外作成していないとの事でした。

マニュアルについてはDXⅡのヘルプを参照頂けませんでしょうか？(ヘルプの場所は添付エクセルシート参照)

また、御存知かもしれませんが、
DXⅡよりメニューバー〔設定〕内の〔言語選択〕にてタイ語を選択する事で
タイ語のヘルプ画面を見ることが出来るとの事でした。参考まで。。
